Petra Fina from Flint the Time Detective, one of my favourite villains along with Team Rocket and General Jelly Jiggler! I’m a sucker for a bad guy with a sad past!

I remember being fairly shocked when I first watched that show (in the late 90/early 2000′s I think?) that they had a villain dressed like this in a kids show, hahaha!
